First of all, if the rental company ever finds out you might get in trouble and pay even more money. But if you do want to risk it then here’s what I can say.
You’re a tourist. They’re always going to try to make expensive prices. However, you can go to this place and you’ll see some car shops near this location. Once you go there you’ll see a lot of them which are not mentioned on the map. Check with all of them and decide which one does cheaper. To be honest, as far as I know, at most the price would be 100 AZN. But again you’re a tourist. It would be best to bring a native who does the talk. I can’t help you on that matter as I’m no professor in cars.
