Yeah. Things go a lot smoother with friends if it’s not transactional, if you aren’t nitpicking every round at the bar… if the grey areas your relationship allowed remain gray.
If you become demanding, hostile, or *imprison their children*.. things tend to go awry.

As they should. The US does not offer visa free travel for S Koreans. The S Koreans must have either applied for and received ESTA or B-1 visas before leaving S Korea and those visas would have been checked before they were allowed initial entry by CBP. ICE did something stupid – they arrested workers many/all of which almost certainly have held ESTA or B-1s.
This has been a perennial problem for the DHS (even before there was a DHS). When I first got by B-1, the US embassy employee even told me that this can be a problem. They said that CBP has final discretion at port of entry EVEN IF you have a visa. And, even worse, ICE simply doesn’t coordinate with CBP. So right hand doesn’t tell the left hand what they’re doing.
When there were delays in my I-551 (multi-year), the local senior officer at the USCIS local office couldn’t even get answers from their HQ so they kept renewing my I485 (can’t remember the actual stamp) documents yearly. This got so bad that once the CBP in SFO even asked me why I had so many renewal stamps in my passport – when I explained, even he rolled his eyes.

They say they want a visa fix, I think what they really want is someone to take responsibility and publicly apologise, which ICE will never do. It’s like a respect thing, koreans expect it.

Korean engineers only work for 3 – 6 months to set up factories and then return home. They are not immigrants and do not want to live in the US.

Was there any kind of overarching plan on America’s part to discourage S. Korean investment? I’m not seeing how it benefits anyone.
