I don’t get why they have to wait in the first place.
Switzerland shot down both axis and allied planes in WW2 that entered Swiss airspace. No one was bothered by it and they were still owed reparations from the damages after the war. I’m not sure how much laws of neutrality have changed since but it seems like fair game.
