Submission – The U.S. designation of Barrio 18 as a Foreign Terrorist Organization highlights the growing challenge posed by transnational non-state actors that blur the line between organized crime and political violence; by elevating a gang into the same category as ideological terror groups, Washington is signaling both the scale of the threat these actors pose across Central America and the expanding role of the state in redefining what counts as terrorism, raising questions about sovereignty, legitimacy, and the future of counterterror strategies in regions where state capacity is contested.

Mixed feelings about this move. On one hand criminal gangs have been considered a civilian issue and the responsibility of the nations they operate in.
On the other hand we all know that in many parts of the world the lines between state actors, regional governments, criminal gangs, and terrorists networks are very very blurry.
Clumsily using this as an excuse to conduct military actions on foreign soil will have negative repercussions. The military is a blunt instrument without nuance that carries the risk of significant collateral damage.
