Not sure it tops the arms race after 1945 yet, the world had a ridiculous number of nukes in the 80’s
Sadly, that’s the history of the world since we know it. And nobody can change it until the end. The best strategy is to prepare for war, especially if a country is close to a big nuclear power or any country that still has empire dreams.
