It’s just a guidance without any enforcement. Wonder if it was really necessary to make it into an ordinance. If the aim was just to get people more sleep, would have been better to make an ordinance of amount of sleep time even though, it probably would have been useless to most people except for parents to tell their children to go to bed early.

People are making a fuss here mostly because they haven’t touched grass.
First of all, its an ordinance dude, and it has no legal enforcement. No penalties. Its just a guideline and if one wants, they can wish to not follow either.
Secondly, there have been reports of increased smartphone usage which has led to increased mental disorders, emotional distress and depression. Especially since its Aichi Prefecture (which has a good ratio of young age kids), it does make sense for Toyoake City to make a guideline like this.
Before copypasting a reply from a random Japanese user on Twitter who says, „Stop wasting tax money for this useless rule“, you should understand that local residents are not opposed to this at all. If they were opposed, there would have been voices of opposition right? Its time dumbheads like you think for once and atleast realize that increasing smartphone usage does lead to some dangerous long-term effects.
While this isn’t legally enforceable, it is still a guideline. Sometimes even an official guideline can encourage people to stop using their smartphones. While this is definitely not a strong measure, it surely is still a step forward in the right direction.

On the other hand, I’m glad that some government officials are making a point to acknowledge that too much screen-time can be harmful. Some of y’all should get off your phone and touch grass fr.
