I’m pretty sure she isn’t the only one. A person in the neighbor feeds cats. That’s OK except the number of cats just keep increasing very quickly. It may have been fun at the beginning but there’s too many cats to feed, financial burden becomes too much. Some of the cats also tend to catch virus because of the condition they are kept.Taking them to a vet also incurs cost.

Just a reminder to always vet animal shelters as even well known shelters are sometimes guilty of neglect.
There is a very well known exotic animal shelter in Chiba that last year was fined by the government for animal neglect after they found that several animals had died.
It’s nothing but a slap on the wrist sadly and there seems like there is no way to shut them down.
