Paywall so I can’t read it but is his reasoning anything more than „the liberals instituted it so I was against it and now the liberals are rumoured to be removing it so now I’m for it“?

For new time Postmedia readers this is what you call a heavily torqued headline. People in the comments trying to unpack Moe’s thinking are missing that Moe really didn’t say anything newsworthy at all, Postmedia just really wanted to generate this particular headline.
