I don’t think the person was joking and that message should had been taking seriously.

If you really want to so the right thing, show that to the police, because that person can real harm someone, either a homeless, a child or just a normal healthy adult.

Obviously this is absolutely ridiculous but I do understand that people are fed up with homeless people sleeping in the entrance of their apartment building, urinating in the corners etc.

Leaving people helpless with no appropriate solution to the problem can turn to them doing batshit crazy stuff like this
