      Submission – The EU is resisting Trump’s call for 100% tariffs on China because tariffs, unlike sanctions, fall under WTO rules and require investigations, making blanket measures legally risky. Political consensus is also lacking: Germany, Hungary, and Greece are among the member states most likely to hold out, given their reliance on Chinese trade, investments, and infrastructure projects, while France and some northern states push a harder line. With Beijing likely to retaliate—such as by restricting European food, spirits, or critical exports—Brussels is cautious, underscoring the EU’s internal divisions and the difficulty of balancing economic interests with geopolitical pressure.

    2. One factor missing is Trump’s mercurial disposition. Do Europeans trust him to follow through? Do they trust him to stay the course? Unpredictability is often far more of a liability than an asset. Especially since many are undoubtedly suspecting the demands are a poisoned pill meant to provide a justification for abandoning Ukraine and Europe more broadly.
