Emphasis mine. It occurred to me today that this is where the true reason for this initiative lays. Presumably, if it’s going to be used to fight election fraud then the mark will be inspected when voting.

Women are the citizens for whom their legal name is least likely to be the same as that found on any printed citizenship record that they have; since their birth certificate was printed, or their passport issued, they may have had a legal name change as a result of a marriage. Or several times, in the course of their lives. If citizens are required to provide proof of citizenship to receive the mark then those whose names have changed will need tor retain the records of their legal name changes, *or* seek to have new documents issued.

In short, it makes it harder for women to prove that they have a right to vote, and so it serves to suppress the vote of women.
