It’s a coin from the Russian Empire. On one side it depicts a couple of Tsars and on the other side the coat of arms. I’m sorry if you wanted further informations I don’t know anything about the Russian coins.

The writing is Cyrillic, so probably not German.
I would say its a commemorative coin for one of the 8 russian minsitries that were established in 1802. My kyrillic reading is dusty af, but I would guess the ministry of the interior.

Whats iffy to me is the „ь“ with a dash which is typically found in Balkan Cyrillic. The emblem looks vaguely like the austro-hungarian coat of arms. It could be Russian tho.
