A very fascinating part of this story that might get missed is with the separation of the health ministry into four separate entities, they passed the ball back and forth about who is supposed to answer questions from the media. Was it hospital services? Acute care? AHS? It’s so much easier to claim they can’t respond when they find some excuse that they’re only responsible for a certain small silo.
If you divert 50,000 calls then they come back, what happens is, 911 spends 5 minutes assessing the situation, send it to another number, who spends 5 minutes again assessing the situation, who sends it back to 911, who spends 5 minutes assessing the situation again, so instead of 5 minutes of call time it’s 15 minutes, plus whatever call time is needed to resolve the situation.
