They claim these were drug runners, but they supposedly killed 11 people on the boat. It could have been drug runners but with a boat that small I suspect they were likely illegal immigrants. It would not surprise me, considering how far they have gone to paint all illegal immigrants as dangerous criminals, executing them in a place no one can see or verify the truth would certainly track.
