The fact that there’s a security guard standing in front of him and a woman standing in front of him and people standing behind him, but he was pinpoint shot in his neck. I’m just it’s just a very strange circumstance.

Even if the shooter is a damn professional, the projectile can easily go off target for a variety of reasons. You’d have to be crazy to knowingly put yourself in the line of shooting.
You’ll need a longer video to compare their behavior through the whole speech.
Were those gestures singular or happened before in similar manner? Did they look at a specific person in the crowd?
And standing willingly in the line of fire seems very risky.
I’d give it a very low probability of being what you think it is.
