That’s a very vague request. I could argue that with the information that was available at the time it couldn’t be construed as misleading.

I love the general idea but getting it right will be tricky.
Who gets to be the arbiter of truth?
We’ll need some role for the courts, but judges are usually not tasked with deciding *political* truths, so it can get tricky.
I believe there is a such thing as objective truth and that usage of language can be refined to the point where differences of interpretation are avoidable…..but it’ll be tough and require a *lot* of goodwill/cooperation between parties to achieve a consensus on that.
