Oil is fungible to a large extent. If IOCL is buying oil from Africa instead of USA, someone else is buying USA oil.

India us going to buy the cheapest oil it can get in the grade and quantity it needs. Transportation costs from the East coast of Africa should be less than half the shipping cost from USA.

People need to remember that India has a GDP per capita of less than USD 3000 per year. The median income is likely much lesser. And there are more than a billion of us Indians here.
Even a slight rise in the price of fuel causes ripple effects that result in inflation. Food inflation, in particular, can literally cost lives and push millions into further extremes of poverty. By poverty I mean the kind of poverty that can cause starvation-unto-death. Or malformed bodies from nutritional deficiencies. Spiking infant and maternal mortality rates.
Which is why ANY government of India will buy oil from whoever can give it at the best price. Whether it is Russia, Iran, Venezuela or Nicaragua.
This is also why India is working to reduce petroleum fuel dependency massively. We use E20 petrol now (20% ethanol, 80% usual gasoline), where ethanol is sourced from India’s own sugarcane. It is a controversial decision for older vehicles, and there are visible conflicts of interest, but it’s still the right thing to do.
Of course, there’s also the renewables and EVs push. It’s large. I didn’t believe it at first, we are a nation of cynics. But the data and my own eyes don’t lie.
