Russia is part of why the population of Armenia is not higher.
I was told that this is also why diaspora political parties do not push for repatriation.
At first, they did, but many Armenians who tried to repatriate were killed and exiled. Obviously, they don’t want to remind Armenians that their encouragement to return in the past ended in this way for so many.
Nobody knew this would happen, and at first, Russia was able to hide what was happening from the diaspora effectively. They even pushed out propaganda that implied Armenian culture was being protected.
Edit: i am getting downvotes now. These are facts. I worry some Armenians admire Russia to a dangerous fault and at the expense of our own survival and culture.
This policy were continued through 2000s by Armenian governments. People wonder why there is a schism between diaspora and Armenia. and trust me it is all Armenia who’s at fault (plus some diasporan orgs). The governments, oligarchs and certain parties kept diasporans out to maintain control over Armenia’s populace, keeping people poor.

Pietro Shakarian has a good couple of talks and book on Mikoyan which includes how he helped build Armenia’s infrastructure after Kruschev moved to take over from Stalin’s Team and during his era. Nonetheless, a good book called Stalin’s World describes the world from the communications that went in and out of Stalin’s office which he rarely left. You see that their perception from even the period of early 20’s was constantly reinforced with a notion of being surrounded by capitalist enemies, spymania, and constant near to actual war. Streams of intelligence that exaggerated the threats poured in. Part of this was Stalin’s fault himself given how he directed the intelligence to be delivered and his tendency to err on the side of caution especially during this last phase post WW2 where he looked elderly and began to move against Mikoyan, Molotov, and Zhukov. One can even consider this to be a potential early move against Mikoyan because it hit at the same period were he hinted about reviewing the Baku Commisar events that consumed Shahumyan that only Mikoyan survived. They did not trust foreigners regardless of what they professed.
Don’t forget, their established country is the one that stands now.

The soviets and the armenian governments that followed have always tried to drive a wedge between diasporans and Armenia. It’s obvious now more than ever, the government doesn’t even seem to want repatriates from the middle east
