Aren’t most Palestinian refugees hosted in Arab countries? They would probably just keep the money and use them to address the refugees there.
Why give fund to UNRWA when UNRWA and Hamas are so intertwined.

The UN has done good work in the past helping and/or resettling refugees through UNHCR. The average time of support is 18-24 months. It serves every other country except Gaza and West Bank. No other country has a dedicated refugee agency – UNRWA – that’s woven itself into the fabric of the country for almost 80 years and operates as part of its government offering healthcare, education, food and other services. Hamas has never had to think about the welfare of the Palestinian people because they have said that’s the role of UNRWA. This is why UNRWA should be fully defunded and permanently disbanded. It’s a money making operation for the UN.

UNRWA is so contaminated and unethical that it should be dismantled and reconstructed.

Any refugee who qualify under general definition (not a super special definition for Palestinians only that ignores citizenship from other countries) should be handled by UNHCR.
