why do you even bring up this question. honestly, instead of thinking in terms of best ally or worst enemy, I’d rather hope for a future where every country and every people can be allies. Why limit ourselves to who’s ‘best’ or ‘worst,’ when the real goal should be cooperation, peace, and friendship with everyone?

In the current situation, I would say Azerbaijan’s strongest allies are Türkiye, Israel, and perhaps Pakistan. Since most of the issues with Armenia have already been resolved, I think the real challenge now comes from Iran.
Although Azerbaijan is a Shia-majority country like Iran, and millions of Azerbaijanis live within Iran’s borders, the relationship has always been complicated. In many ways, Azerbaijan and Iran are destined to be frenemies. Historically, during the Shah’s regime, policies of assimilation weakened Azerbaijani cultural identity in Iran. Under the current regime, anything related to Turkic heritage is viewed with suspicion. On top of that, some in Iran still believe that Azerbaijan is a historical part of their country, which makes Iran a long-term foreign threat to Azerbaijan’s independence and identity.
Personally, I have nothing against Iranians as people. In fact, I’ve met Iranian Azerbaijanis with very different perspectives. Some identify primarily as Iranians and know little of their own culture, history, and literature, seeing themselves entirely as part of Iran. Others acknowledge their Azerbaijani heritage but still frame it as one component of Iranian identity rather than something separate. Finally, there are those often labeled “separatists”, who openly call for the creation of a “South Azerbaijan.”
Right now, Azerbaijan isn’t in a strong position to directly support the Azerbaijani population in Iran. However, the growing relationship between Azerbaijan and Israel is partly shaped by this very issue as a counterbalance to Iran’s hostility.
At the same time, I believe it is important to stress that Azerbaijan has its own path, history, and culture, separate from Iran. Just as Azerbaijanis once lived alongside Georgians, Armenians, and North Caucasians while still maintaining their distinct identity, living alongside Persians in Iran does not make Azerbaijanis “Iranian.” We are our own nation with our own heritage, and that needs to be recognized.

How can you even ask such questions? It’s just awful to divide countries into our „enemies“ and „allies „, that’s how false impressions about our people and country are created, we live in complete peace now, so why make relations between other countries/nations bad?

From an outsiders perspective, it seems the greatest long-term threats to Azerbaijan come from Russia and Iran. The relationship with Armenians is fraught with historical trauma, but from what ive seen, there is a growing awareness that Armenia is not the main threat, and that any inter Caucasian conflict can be used by outside powers (Russia, Iran) to exert their influence at the expense of Azerbaijan and Armenia.
Azerbaijanis greatly support Turks because of pan-Turkic ideology, which in recent decades has emphasized the similarities between Turks and Azerbaijanis while deemphasizing their many historical and cultural differences. Nevertheless, Turkey is Azerbaijans‘ most natural partner.
Israel is a partner of necessity. As an opponent of Iran, Israel provides a necessary counterweight to Tehrans hegemony. I think the alliance between Israel and Azerbaijan is less about shared values and more aboit geopolitical necessity.
For similar reasons, Azerbaijan is also forging closer ties with the USA, to counter balance Russia and Iran.
I’ve noticed Azerbaijanis have a strong sentiment towards Ukrainians, because of their resistance to Russian expansionism.
Azerbaijanis are often hostile to Russia because they view Russia as a interference which instigated conflict between Azerbaijanis and Armenians and caused great oppression. The poor treatment of Azerbaijanis in Russia also doesn’t help, as well as the potential threat of Moscivite militarism
Iranians are at times viewer with hostility because there is a strain of thoight in Iran which seeks to deny the existance of a distinct Azerbaijani people, claiming that they are merely Turkified Iranians. It makes sense that Azerbaijanis would resist these claims
From what ive seen, there are diverse opinions towards Armenians, still a lot of hostility. But there is also an awareness amongst some people that both people’s share a common geographical space, have shared culture and experiences in the past, have some aspects of a shared Caucasian culture, and that further fighting is useless and can only be used by the outside.
Reconciliation between Azerbaijanis and Armenians is also therefore dictated by geopolitical necessities, being that both are in a difficult neighborhood next to aggressive states that have imperial pretensions

For everyone who wrote Israel; do you support their actions in Gaza? Because they are illegally occupying Palestian territories, just like Armenia illegally occupied Azerbaijani territories in Karabakh until recently (or Russia still does in Ukraine). If you are thankful for their help of arms; I can understand but trust me it wasn’t for them being sentimental for you or smth else (ofc I am NOT talking about Israeli citizens, I am talking about their administration), just because to counter Iran (I also hate Iran equally). The largely illusional „Azeris supporting Israeli actions“ image is damaging the already disliked image of Azerbaijan among scholars around the world even more. I know quite a handful of Azerbaijanis who despise the Israeli actions just like in developed European countries of Norway, Ireland and Spain. If Azerbaijanis showed even an „illusional“ solidarity with Palestinians, people in open minded countries would’ve sympathised with you more, trust me. Armenian lobby also uses and benefits from the „evil supporting evil“ illusion, make thousands of people believe Azerbaijan is „evil“ compared to „innocent, suffered“ Armenia- not much different from Israel. Lobbying and seeking sympathy; as well as occupation in the past is enough to understand Armenia is much more closer to Israel, whilist Azerbaijan is somehow more closer to Palestine in terms of having an agitating rival with a powerful lobby that illegally occupies lands and does LITERAL ethnic cleansing. Finally, if Israel kills Azerbaijani nationals on one of their „operations“, what would be your reaction?
