I think I have a solution to over tourism. Since foreigners are spending more than the Japanese tourists, it would be more beneficial to restrict Japanese from entering the city to reduce overall tourists. lol
Does the “spend” here include lodging? Is it spending per day/week/total trip?
¥78,000 doesn’t seem like a lot for a 4/5-day trip including lodging, food, shopping, etc

Of course visitors are gonna spend more because that’s generally the nature of being on vacation in a place that you have no idea if you will visit again. It’s a bucket list for many but maybe locals would spend more if wages were higher too.
If there weren’t any foreigners spending lavishly on tourism, and buying severely overpriced cars overseas, the economy would be trash.
