After reading a couple of websites, i would say yes. Kids are definitely allowed to play in the water.
Just lookout for signs.

Sure, but watch out for the crocodiles.

It’s Austria, not Australia so there won’t be any crocodiles, sharks, jelly fish, blue ring octopus…
In Austria lakes and rivers have a general right of use for the public. So if there are no signs that it’s forbidden, go for it.
