If a government creates an environment that encourages criminals, you still have a crime problem.
I think you still address the criminals, but you also need to get the people out of office who created the problem to begin with.
You create a Boogeyman to scare your population, that gives you pretext to tighten down the „security“, create new laws, collect extra tax dollars.
Notably this is 9/11 in a nutshell in this country but you can go back through almost every war and find the same clues. If you want to blow your own mind go read up on the Spanish American war, the false flag that started it, and the roll the media played. They don’t even have to hide it, they know a major part of the population will just go along with whatever they do as long as they claim it will fix the problem. So they just repeat it every 20 to 30 years
