Why sensor the name?
Here in Luxembourg handing over the deposit is a big no no. You’re supposed to secure it on a separate account with your bank. People aren’t usually aware of this.
Never had a problem in Luxembourg for the 7 years I rented. Dutch landlords for student accommodation for my daughter’s University, however ….. still waiting for the deposit to be returned 2 months after vacating the property.
I wish this person posted sarcastically because this really appalling! They should really be ashamed…
