You wanna try the Sapporo – Otaru line in peak holiday season. Half the world’s tourists are on the train with their comically large suitcases.
I don’t know about how congested is congested……….but man, during our first trip to Japan, we were dumbstruck to find the hordes of people during the Osaka Expo (especially considering it was an ordinary Tuesday)
So much so, we actually had to take a taxi from Expo site to Cosmosquare Station (for JPY 2000)
Small price to pay just to avoid the hordes of people leaving Yumeshima Station.
