wouldn’t putting it in Saitama or at least Tochigi make more sense?

I’d go for a floater off Odawara – Shinkansen, near Fuji and en-route to Kyoto/Osaka.
Or the empty land east of Koku Koen station (and repurpose the park) in Tokorozawa to open up Saitama and give airport access to Western Tokyo – could connect it to Omiya Shinkansen quite easily.
Question, is Tokyo’s airport gonna increase in number like London?
