It’s kind of too early for the final report. In such cases preparation of the final report takes no less than 12 months.
Also as a note such reports are not meant to be accusing. I mean their main goal is not „Who caused the accident?“, but more „Why did this accident happen? What was done wrong and what should be done in future to avoid such an accident“

Just for comparison the final report for Malaysia Airlines MH17 which also was hit by Russian forces was released in October of 2015, 15 months after the incident.
