It’s certainly unjustified to identify Telus as a “new entrant” in Ontario and Quebec. They’ve been operating there since at least the turn of the century. If they don’t have the infrastructure they want, it’s because they haven’t bothered. Their claim of future investment is highly unlikely in the face of their past non-performance.
