Beto is simply exercising his 1st Amendment rights. The Supreme Court decided in Citizens United that money equals speech.

Oh he has been also been impeached by Texas GOP majority House b/c eight of his closest aides reported him to the FBI in 2020, accusing him of bribery and abusing his office to help one of his friends and campaign contributors.
Not lastly (cause there is always more with him) but he was also investigated to Texas State bar.
