Markers to do measuring.
It’s a surveyors mark that will form a record point that they can go back to or monitor for change. The centre of the marker is a known point in a 3 dimensional space.
Tiny target practice for flinging stuff at it when you bored. It spins when you hit it! /s
Measuring points for full automatic weapons. We use them very discreetly.
But you will find them in many public spaces.
These weapons need measuring points for calibration.
