Should he have one? Absolutely. Is PM Carney the one who is responsible for setting it up? I doubt it very much. Whoever the chief of staff is is the one failing the local community that elected Carney. What a joke that the PMs chief of staff hasn’t set this up yet. We know there’s a vacancy because Chandra Arya is no longer in his space.
