Check if your kitchen hood is on and what setting. There could be two settings, venting outside and inside and how hard the fan spins
You should not turn it off. It is the only way to get fresh air to the apartment.
Usually you can’t turn it off. What you can do it. Open it from the top put some tape to cover those holes, so you don’t get air from there.
The lowest setting is not at home but it’s still not off.
You cant.
It is the ac and it is controlled by the maintenance company. All you can do is clean it from the inside yourself and complain to the maintenance.
Contact maintenance about the noise.

This is the settings on the kitchen hood. Doesn’t look like it is on though. I’ll check further and ask the maintenance.
*Note: moving is not an option, I just bought the place. Spent the first night there and all I can hear now is the fan noise.
Cleaning it might help.
Contact landlord and/or maintenance (isännöitsijä). It’s part of the apartment and shouldn’t be messed with by the occupant.
Of course sometimes things can be slow, so try to emphasize that you can’t sleep and the situation is unbearable. Be polite, of course.
Finland has specific regulation to the average and maximum noise that should come from this. See link below from the decree of ministry (translate the page in Google chrome) and scroll down to section 5. What you should do is tell the housing company that you think the noise is too high. If they don’t want to do anything about it, you can hire a person to do sound measurements, and if indeed the results show that the noise is too high, the housing company is obligated to pay the guy you hired for sound measurements. Needless to say, once a sound test report shows that the noise is too high, they are obligated to fix it.

PS. Narrowband noise sometimes is generated by this, which has an even lower requirement (see image abive).
