It makes sense, but given that plenty of people seem to get slaps on the wrist even when their dogs kill people Im not exactly convinced it would make a lot of difference.

    2. I signed the petition but also believe some responsibility lies at the feet of the owner. It still stands as a fact that if you allow your cat to free roam wherever it pleases, you are taking a risk with it’s life and health as you *cannot* ensure it’s safety.

    3. But when cats kill local wildlife and endangered animals that’s not an offence?

    4. Dabbles-In-Irony on

I’m all for tougher punishments on the owners of untrained, out of control, and/or violent dogs, but it needs to be handled with nuance. In the situation in the article, it’s clear the men were at fault as the dog wasn’t on a leash. But what about if a cat climbs into a garden where a dog is running around? If you can’t train all cats not to attack small wildlife, can you really say that you can train all dogs to not kill cats? People seem to forget that despite being domesticated, dogs are still animals and we can’t always control them. That’s not to say we mustn’t do our very best, but sometimes even the most well behaved dogs can be unpredictable.

    5. Aren’t there sections on the Dangerous Dogs Act which cover this sort of thing?

We seem to be at a point where most lower level crime is barely being investigated or prosecuted to such a point people think there are no laws in place against such things. They then call for the authoritarians in government to introduce further restrictions, bans and laws to police the crime they are against which obviously the gestapo in charge are happy to enact.

I say this as a vegetarian and long time vegan before that; the more harm we can prevent coming to animals the better. But this seems like knee jerk reactionism to me given we have laws already in place which can be applied to such matters.

    6. I_am_legend-ary on

      Nonsense petition.

If you have a pet that you have basically no control over then you cannot pass laws for what it does when it’s out of your control.

    7. John_Williams_1977 on

      It’s already an offence.

This is the British quirk of always making duplicate laws.

I kinda agree with it. My best friend’s cat got killed by the neighbours dog and the neighbours just threw the cat in their bin and only told them when they were asking if anyone had seen their cat. And the neighbours didn’t get into trouble or anything

    9. Owners should be responsible for their pets, but this should extend to all pets, not just dogs.

I can’t let my pets free in my garden because local cats will kill them. I have tried to cat proof my garden, but it’s impossible due neighbours (understandably) not wanting a tangle of wire and mesh on top of the fence.

    10. Broccoli--Enthusiast on

Cool, if we make cats destroying wildlife an offence the owners are responsible for too.

Currently cats are basically considered wild animals so nobody is responsible for what they do or what happens to them

If you make dog owners responsible for what happens to your cat, you need to be responsible for what your cat does

    11. Trundlenator on

Why is it not an option to make the actions of pets an extension of their owners(if a pet dog kills a person it’s manslaughter from the owner)?

    12. ManagementMain6978 on

      Hell no.

I’ve trained my dogs specially to attack cats upon entering the set boundary I’ve placed in order to protect birds which settle into the low hedges during nesting seasons in my garden and my back neighbours chickens. Frogs travelling across the garden during mating season. Never seen a cat owner take any type of responsibility for their cats killing poultry, wildlife or even other people’s pets.

Too many indulge their bloody cats killing birds when they’re bringing them home. All that is doing is rewarding bad behaviour but never seems to get questioned at all.

And to answer before I get a comment; no, my dogs do not attack cats outside the boundary. Thoroughly trained. There is a world of difference between owner which understands their animal and those which don’t. Always the latter we see shining in the media.

    13. This would force almost all dogs to be on leash at all times, purely so cat owners can let their pet wander the area massacring the local wildlife.

You’re responsible for your cat, if you want to let it roam then you accept the risks involved. Don’t try and restrict everyone else to cater for your preference to have an outdoors cat.

    14. This once again comes down to ‚Dog NOT on lead‘. Regardless of breed, most dogs have a prey drive and most people have not trained their dogs well at all. This is such a common and very easy problem to solve.

My genuine take is that all dogs, regardless of breed or temperament should be on leads at ALL times.

Streets, public parks, fields etc, get an extendable lead if you want but keep them attached to you so if they do make a silly decision you can at least keep some measure of control. No leads on private land and special dog parks or trails, fine, no problem you know what you are signing up for.

So many times I have ‚cute‘ ‚family‘ breed dogs running over to me and my dogs and the owner, miles away, has ZERO control, ZERO recall, half the time zero concern or care unless I’m walking my bigger dog then they panic that my dog will do something despite being on lead and actually trained.

I’d go a step further and make halti’s compulsory too, that way if your dogs prey drive kicks in you can control them that bit more. There is no downside to them other than having more control and a better behaved dog.

That said and funny enough, we’ve had get into our garden and attack my dogs. what happens if god forbid that happens? do i have to prove my dog killed the cat in self defence in its own garden?

    15. adamneigeroc on

How many cats are killed by dogs a year whilst out and about?

Considering 650 cats get hit or killed by cars EVERY DAY, if cat safety was genuinely a concern then everyone would have cat proofed gardens and not let them roam free, at least in urban areas.

    16. No_Natural6009 on

Just me who thinks it’s ridiculous to apply human morals and ethics on the animal world?

    17. If a dog causes harm to another person or their property, the owner should be sentenced as if they had deliberately caused the harm with a weapon.

Or better yet, they should pay out of pocket for all repair costs or NHS expenses and be permanently barred from owning or handling animals.

That would clean up the dog problem very quickly.

    18. Top-Spinach-9832 on

There does genuinely need to be more responsibility put on owners for their pets behaviour.

My parents have a small dog, and the amount of times it gets battered by bigger dogs off leads on walks is frankly pretty unacceptable. Not to mention the amount of times dogs have come up to me and bit my legs when I’ve been running or cycling.

If dogs are out of the house and off a lead. They either need to be completely unaggressive / friendly, or need to have rock solid recall training and discipline. If your dog bites (even just nips), then it needs to be on a lead.

    19. The laws around dogs are too relaxed in this country regardless. Just yesterday i had a woman with a doberman off lead arguing with me because i asked her to hold her dog while i passed with my dog and child.

There needs to be total reform with laws around pets, moreso dogs, as currently they’re too laxed and too open to interpretation.

This is coming from someone with a Rottweiler, a big powerful dog, the inconsiderate, useless, lacking responsibility owners are the reason dogs like mine have such bad reputations.

    20. Maybe don’t let your cats run loose without a leash. Cats kill BILLIONS, yes, BILLIONS of animals a year, yet people get upset when things like this happen. Sucks, but it’s hard to find sympathy for outdoor cats who murder hundreds if not thousands of innocent animals within their life. Do we allow dogs to roam around the neighbourhood unchained? No, Why do we allow cats?

    21. I feel like this is very much on a cat owners perspective and if that’s the case, what’s the difference between your cat getting killed by a pet dog or a fox? Badger? Large hungry owl?

    22. Easy_Increase_9716 on

      Comments entirely expect.

People are weird when it comes to dogs. Everything has to become a cat vs dog debate.

    23. Unfortunately, the whole reason that cats can freeroam is precisely because they’re classified as ‚free spirits‘ and aren’t held accountable like other pets for what they do, as well as what other animals do to them. If you want to make a dog attacking them held accountable legally, then you have to recall the freeroaming rights. Otherwise a dog owner is taking the blame for somebody else letting their cat get into their garden and attacked by a contained dog. I got to beef up security for my chickens against both feral and roaming cats, why do I also have to lock up my dogs on my own land because others aren’t responsible cat owners? At what point are the ‚cats are just doing what they do naturally‘ also gonna apply for my dog that is trying to protect my livestock from cats? I do think we need better leashing laws however, the men in the story sound like total yobs.

    24. Beneficial_Grab_5880 on

It’s massively hypocritical for the owner of an outdoors cat to complain about pets killing animals.

    25. Imaginary-Whole-3556 on

I’m a cat owner and I don’t let my cat outside precisely because I don’t want her to be attacked or run over. I also don’t want her to decimate the local wildlife. While I agree that dog owners should be responsible if their dog is off the lead in a public place, cat owners also need to take responsibility and not allow their cats to roam. I can’t even count the number of Facebook.posts I see every week about missing cats in the UK.

Having said that, this case is absolutely vile and these dog owners are disgusting. How can you watch your dog do that and just walk away? It seems really malicious and they should absolutely be prosecuted.

    26. If your dog kills a human or an animal, it should be manslaughter charges for the owner and should automatically be a prison sentence. These morons with their pitbulls and XL Bully’s need to grow up and stop using a dog to look tough it’s pathetic.

    27. Ok, can we make cats killing the local wildlife an offence too?

Cat owners seem to think that it’s ok for them to let their cat roam freely, shit in other people’s gardens, invade their houses and kill the local wildlife, but if anything should harm them it clearly can’t be the cat’s fault.

What if a goshawk catches your cat, are you going to want those banned?

I do think that if a dog attacks your pet on your property or in some reasonable definition of public space where you’re entitled to be (e.g. a park), that should be an offence, but if your cat comes into a dog’s territory and pisses it off, that should be FAFO territory.

    28. If you let your cat out, you accept the risk of it being attacked and killed. End of story. I am even saying this as a cat owner

    29. anchoredwunderlust on

So long as that includes those who come charging with people on horses

    30. Crazy_Classroom6104 on

I’m going to say something, and I expect it to receive a negative response, but I want people to approach it with an open mind and try to understand my point before becoming emotionally flustered.

If cats can free roam and kill protected species en-mass because it’s in their nature and it would be cruel to keep them locked up in doors all day, then dogs should be allowed chase, hunt, and kill any animal it chooses, cats and smaller dogs included, because that’s also in their nature and it would be cruel to stop them acting on their natural instinct.

That’s not to say that I support that position entirely. If a dog is killing pets and smaller animals, then that’s an out of control dog and should be dealt with appropriately. It may also be an aggressive dog. One moment, it’s somebody’s cat. The next, it’s some snotty kid, and that is not something that can be allowed to happen. However, it is incredibly hypocritical to demand one thing for your pet whilst rejecting that same thing for another.

We already have laws that should be used for situations like this, but if we’re going to start demanding specific legislations, then there needs to be legislation for cats free roaming, and prevent them from killing wild life. This week, I have had to dispose of two birds because cats have been chilling around my neighbours‘ bird feeder and killing any that approach it, and then they bring those bird onto my property, if that was one of my dogs then I’d be fined and it could most likely be put down if deemed a risk.

Out of control dogs need to be dealt with, alongside their owners, but cat owners need to seriously get off their high horse and take action to not only protect their pets, but our wild life too.

Edit: downvotes have begun :c can’t reason with cat owners under any circumstances.

      Good.

A dog killed a local kitty a couple weeks ago and we’re all heartbroken. She’s a neighbours‘ cat, who was known by everyone who lives here. I helped look after her, she was recovering from hyperthyroidism, and then she was left broken and dead by some asshole not minding their dog.

    32. Landscape4737 on

Yes great, and also an offence for cats and dogs killing wildlife. And cats and dogs must be on a lead outside.
