There’s several possibilities. Any chambers or executions were hidden from them. Maybe this specific person was corrupt. Could be several people involved in the Red Cross were corrupt. The letter could also be bollocks and/or fake.
Of course someone „debunked“ it but I’m of the mind that the debunked story is bunk, anyone can make up anything after the fact mainly because there are so many gullible people out there who WANT to buy the bs that they’re selling.
