– prohibit the practice of insurers only covering medications sold from certain pharmacies
– prohibit pharmaceutical companies from making exclusivity deals with certain pharmacies
– create a province-wide purchaser of these high-cost drugs, and require pharmacies to only purchase through this agency (thereby providing a fixed base cost for all buyers, and also allow negotiating a better price because of volume), and capping the % of markup that the pharmacy can apply to the drug

I see some ways to fix this:
