      The title is a bit unclear but I assume he’s getting at lowering the oil prices in America to try to lure Europe and other buyers to buy American oil as a replacement for the low priced RU oil, in so would be crippling Russia’s oil reliant economy, and make them be forced to sue for peace or risk catastrophic collapse if they try to tough it out?
