Ich verstehe den Wortschatz, aber ich habe keine Ahnung, warum dies außerhalb meiner Wohnung auf einem Lampost gepostet wurde. Wurde es von Kindern geschrieben? Es sind schließlich die Schulferien.

Probably kids from some hippie parents.
I think it was written by a kid and since its a good message and it was drawn by a kid, their relatives thought it would be a cute and nice thing to hang it somewere outside
It‘s a poster made by kids to be more considerate of our environment with suggestions what to do and what not.
