Submission statement: the us trade representative, the official in charge of negotiating trade deals says that tarrif rates are not likely to change further. He does not expect these rates to be negotiated down further. But saying that they might fall if countries give trump proper concessions.

Imo: trump has needed to lock in a tarrif rate for a while. At this point it matters less what the tarrif policy and more that it stops changing. The us is largely isolated from trade shocks (as shown by how little the tarrifs have slowed the economy so far) but the uncertainty is now a major issue for job growth and industrial spending. The only nation I really expect a deal out of in the coming months is Mexico, since they got another extension.

Assuming of course that this offical can be trusted, trump is notorious for changing his mind, this could easily have no effect at all.
