They know he’s all bark and no bite, and he’s rapidly falling out of popularity even with his base because of the child rape scandal.

How many times will this news pop-up? Here’s the Reuters article from last week. It clearly states the Russian company receiving this dual use compound is a Spainsh subsidiary which is in itself owned by an US company.
