As in put your garbage bag into a public trash can? No. They even usually have a metal piece in there to prevent you from doing so without putting in extra effort
Dodging the cost of waste disposal is not allowed. There’s a reason why the bags have a fee, that’s not just for fun.
if they notice it (after a few times in the same area they usually do), they might hand over the trash to the police to find and fine you. i am sure if they find you the fine will be high and i doubt the police are in a good mood after digging through trash.
if you spread it out to enough locations far away it might work, but at that point it is probably cheaper to just pay for the bags with all that time and effort.

Yes! You can also avoid vehicle taxes by driving without a license plate. Avoid water fees by opening fire hydrants. Just run an electrical cable from the hallway lights in your flat to power your apartment. And you don’t even have to pay rent if you take the name off your mailbox.
