Some usable cycle infrastructure would be a start.
Most cycle lanes spit cyclists out into traffic or like the keys, the cycle lane is on the left and spontaneously changes to the opposite side of the road, pushing you into the traffic (along the keys at Fr Matthew Bridge).
That same stretch has a very busy bus stop on top of the cycle path so in the morning the cycle path is usually blocked by 3-4 busses.

Bit odd how a car will fail the nct if lights are facing a bit off where they should but anyone can hop on a bike with shite lights.
