So all those African and 3rd world countries too impoverished to spend on climate protection infrastructure will be what? Sanctioned? Embargoed?
And what is the top court going to do about it? Nothing, because they cannot actually do anything. None of the powers actually acknowledge their authority (though not as blatant as the ICC) rendering it toothless.
