If you are neither an EU citizen nor a Swiss citizen, then that part is not applying to you.
Yes. The last section is only about the Fiktionsbescheinigung type for EU/EEA/CH citizens and their family members. If you are a third country-national this is correctly crossed out.
§ 81 Abs. 4 allows you to travel (subject to the usual 90/180 day limit) within the Schengen Area and re-enter Germany. For the later point (re-entering Germany) see the [Berlin ABH website](https://service.berlin.de/dienstleistung/326233/en/)
This one that is crossed out means that the current residence permit/status you had prior to application (and all of the conditions) is still valid, because you applied for an extension or a new residence permit
