What?? what? Whattt? We are country that has high corporate income tax rates, treats capital gains like income, regulations that results in basic projects like a rail yard taking 10 years to get started, and one where unions can decide if a vital industry can be automated.
I agree that Canada should be aspiring to be less of a resource and manufacturing based economy, but it is a lot easier for governments to get manufacturing and resource projects going than it is to build biotechnology research companies or highly productive tech companies.
