Ah, and so it begins. Wait until foreigners have a different tax payment system than citizens. Lump sum payments required upon filing or something instead of spreading it out. I can see it now. Or maybe they send agents to your house:

They should just change the system so that residence tax would be deducted ahead of time, based on a calculated tax liability for the year, just like income tax. There’s actually a government committee that has been gathering for decades now to solve this, but so far their efforts haven’t yielded to much.
Right now, everyone gets their residence tax liability calculated around six month after the year has ended, and taxpayers can choose to either have the liability paid directly from their paychecks, or to pay it in a single or multiple lump payments.
Solution for a problem that doesn’t (really in the big scheme of things) exist. Just switch it to PAYE like income tax.
