Halifax -Stadträte entschlüsseln „Fehlinformationen“ vom Bürgermeister und sagen, dass es das öffentliche Vertrauen untergräbt

This is a really interesting article because it shows how facts can be presented in a way that slants an issue. 

The article begins with: 

>Some Halifax councillors say Mayor Andy Fillmore’s comments about the roles of mayor and the city’s top bureaucrat are disconcerting and amount to „misinformation.“

True. It was said. But now instead of the article being about what was said by the Mayor, whether it’s true, and what councillors think about what was said the lede is that the Mayor is spreading disconcerting misinformation. Right off the bat we have a framing of the facts. 

The article would actually be much more neutral if that paragraph was shifted down and the article began with the second paragraph.

>“The CAO holds the power. In our organizational chart, I report to the CAO,“ Fillmore said.

This is the 4th paragraph. It’s important that this quote was positioned high because it’s what the rest of the article is reacting to. 

It’s not until the 26th paragraph, however, where we get to the most important information to interpret and evaluate that quote:

>The statement said that „governance clarity is essential,“ and while the CAO does report to regional council, the Halifax organizational chart shows the Office of the Mayor under the CAO’s business unit.

But if you’d stopped reading at any point up until the 26th paragraph you would have left thinking the mayor was completely out to lunch. 

Obviously we don’t want the CBC writing articles where the Mayor’s statement is accepted at face value without critical analysis. But this is a really poorly structured article that buries the explanation of the quote while elevating the criticism of it.
