Agreed, this seems bad. Shut down all gambling in the UK.

Things asylum seekers are allowed to do:
Watch TV – nope, that’s a luxury so fuck you
Go out to leisure centres – nope, that’s a luxury so fuck you
Gamble: nope, that’s a luxury so fuck you
Have any moment of joy – nope, that’s a luxury so fuck you
Stare at the wall in a cupboard – approved

Yes, it is bad. There is an obvious technical fix (according to the article, they are already blocked on online gambling sites) so implement that and move on.
Fault lies with Prepaid Financial Services for letting the payments go though.
