Hallo allerseits!
Where to buy single-pack or 2-pack stroopwafels in the Netherlands?

these are packed in pairs 🙂
Not sure about stores, but some vending machines sell them in 1- or 2-packs. You could try the vending machines at Leiden Centraal.
There’s the brand Kanjers.
I think they have them at most supermarkets, like the Jumbo for example: https://www.jumbo.com/producten/kanjers-originele-stroopwafels-4-x-2-stuks-320-g-153943PAK.
But separately packed stroopwafels… That’s a lot of plastic waste. Why not just buy a few regular multipacks and when you offer them, let them take one from the package (and eat one yourself of course) and put the pack away for the next person?
I don’t know when you need them, but you can just buy this exact package at [bol.com](https://www.bol.com/nl/p/daelmans-stroopwafels-36-x-1-stuks/9200000091127013?referrer=socialshare_pdp_iphoneapp).
Gas stations
May I ask why handing them out individually requires them to be individually wrapped?
You might be able to reach your goal just buying normal packs, with the added bonus of not paying way too much and not making our oceans cry.
You can close the pack after handing out one, go to the next friend and open the pack again.
I’d look for someone with access to Makro or Sligro, ie wholesale sellers where restaurants etc shop. You need some kind of account or pass/card to be able to shop there, but most people know a guy, who knows a guy.
Single serve packaging is something you’d see at a coffeeshop (not the special Dutch ones) or restaurants, those shop there in bulk.
