In theory landlords are not allowed to prohibit cats. But if they have multiple candidates, they can always choose the one without pets of course. You could just not tell them, but that doesn’t seem like the best start for your relationship with your landlord
Just don’t tell them. It’s illegal to deny renters with pets as long as the apartment is suited for them. Like by example if you have a small appartement with 3 huskies, that is not suitable.
Simply don’t mention it and bring them with you anyway.

Beautiful cats
Just don’t say anything, they are not allowed to stop you from having pets so if you don’t say it it can’t ‚influence‘ their decision.
Yes they can, but only if the apartment buildings regulations prohibit keeping pets or if the rental property is unsuitable for keeping a particular animal.
Apartment building’s regulations are mostly installed in buildings with a ’syndicus‘, but that doesn’t mean that every building with a syndicus prohibits animals. In a lot of those buildings, cats or small dogs are allowed, as long as they don’t create a nuisance (e.g. bark all day).
It’s illegal to ban pets so don’t ask don’t tell
Don’t declare u have cats
