He was probably just confused because it was called the ‚National Crime Agency‘ and didn’t know if it was doing crime or stopping it.
I think a similar thing happened with our Police and Crime Commissioner.

4.4 million? That’s small potatoes that guy who failed to organize the security at the Olympics paid himself 50 million because he thought he deserved it and didn’t even get charged.
